Not too sure exactly what it is but sounds like:
steamed broccoli
2 Tbsp butter
2 Tbsp plain flour
250mL milk
1/2 cup grated cheese (mozzarella is nice and stringy)
Melt butter. Slowly add flour while stirring. Should make a paste. VERY slowly add milk, making sure you don’t get ANY lumps. Gently fold in broccoli. Microwave for 1 minute and stir. Keep microwaving for 1 minute and stirring between until sauce thickens. Add cheese and gently stir until melted.

I have worked in 2 Outback Steakhouse Restaurants and they each do it differently. The one you probably love is velveeta cheese and heavy whipping cream (it is the same thing we use with our Mac a roo and cheese). IT is Delicious. When I’m at home and I want to make the cheese sauce I just substitute the heavy whipping cream for milk and it still taste good. Enjoy!
I would try this
16 ounces frozen broccoli spears
12 ounces Velveeta cheese
2/3 cup milk
1/2 teaspoon onion powder
dash ground cayenne or hot pepper sauce, if desired
salt and pepper, to taste
Preparation:
Prepare broccoli according to package instructions. In a saucepan over medium heat, combine remaining ingredients. Heat, stirring frequently, until cheese is melted and mixture is smooth, about 7 minutes. Taste and add salt and pepper as desired. Pour sauce over broccoli arranged on a serving platter or in a bowl, or serve sauce separately.
